It was a busy Wednesday. Started with an ocular inspection of a big Hog Farm, somewhere in Barangay Sirawan in the southern side of the City, together with City Health, City ENRO, DENR-EMB, and barangay officials .
This farm has been in existence for more than 25 years, and then recently the city allowed subdivisions to be located near it. This was based on the City Land Use Plan which declared the area as residential, no longer agricultural.
A big high-end subdivision is now being built and complained about the odor. Since the farm has been declared "existing but non-conforming", as Chair of the Committee on Environment, and there being a complaint, I have to come up with a report.
This is a situation that is tricky to handle. As there are similiar situations around the city. Although the owners of the Farm are now willing to convert and utilize more environment friendly ways of disposing their waste, (including setting up a bio-gas digester) the sustainability is still uncertain. Invoking food security, these businessmen believes the gov't. must protect them too.
I proposed to conduct a forum with representatives of the Hog and Poultry Industry together with the regulatory agencies, the academe, and other technical people who may offer a good , workable and sustainable solution. We agreed to schedule it this August 24th.
I hope to gather also successful experiences from other countries .

Visit of Sec Reyes of D.E.N.R.

Today, the Secretary of the Department of Environment and Natural Resurces visited Davao City. Sec. Angelo Reyes launched the Green Phils. Highways project here in Davao City.

The concept is to plant trees along highways from Laoag City to Davao City. A stretch of more than 3,439 kms. of the Pan-Phil highway.

It is to unite all Filipinos under one noble cause for the ENVIRONMENT. The tree planting activity will commence simultaneously on August 25 at 10am.

It is also meant to strengthen public concern towards environmental protection with "shared responsibility through mobilization".
